It depends on the form. If the creator of the form created it in such a way that you can fill it with Acrobat, then you can fill simply with Acrobat reader, but some advanced acrobat form even allows you tofill it and then submit it.
However, if the form was created in a way that you can only look at it and print it, then you can't fill it with Acrobat.

Creator 如果上了锁的话，你是没有办法填写的，完整版也一样，得用软件破了加密才行。

用form tools在空白处拉一个文本框，然后就能在里面填东西了。这好像是第3次说这个了。
