I found it at an job advertising: (all the candidates)MUST MEET CRITERIA OF LOCAL HRC OFFICE/ & BE IN RECEIPT OF Employment Insurance (EI) BENEFITS...OR HAVE RECEIVED BENEFITS WITHIN THE LAST 3 YEARS (OR 5 YEARS FOR MATERNITY/PARENTAL BENEFITS & NOW REENTERING THE WORKFORCE). NOTE CRITERIA MAY VARY WITH EACH OFFICE. EARNINGS ARE NON INSURABLE. TERM: 26 weeks
I've never seen that before.

This position seems specially for those who have been on maternity or parental leave (have new born baby) and received EI benefit with in the last 3-5 years, and are returning to the workforce now.Your income will not be ensured within the 26 weeks means that the hours you will have worked are not accountable when you apply for EI next time.

Thank you, OldieBut why? I just can't figure out why they want people fit those situation.And I had maternity leave last year. Should I tell them in my cover letter, or they need some more info about me?

It sounds like a special program helping people like you returning to workforce. Whatever it requires, if you are qualified you certainly can apply. In this case, you may need to tell them you were on maternity leave last year.

It's a program running by HRDC for the persons who are left the prev job and under EI benefits. It will help u find another job and restart ur career.
I saw some ads before and the salary was low since u r under EI.
