When you cut the wood, the wood need to back onto (or lean onto) something. That part is called the fence.

I think they will not use clamp because it takes too much time. Contractor need to save time because time is money to them. So they would either use a table saw. Or they would use a circular saw and cut it without any fence or clamp.
