how about living in ottawa and apply positions in both ottawa and toronto?If he gets a offer in ottawa, that will be great. He can then stay with you. If he gets a offer in toronto, it's better for you two that he moves to toronto first. If he can't get a offer either in ottawa or toronto, he will still stay with you in ottawa.
