I work on contract too. And CPP and EI are deducted from my payment every month. Though I don't know whether I can apply for EI if the contract is not renewed.

EI and CPP are paid to the gov't. HR just collects for the gov't.

It goes into your personal account. Our government manage that and give back to you when you retire later. It has no relation with the company you work for.
