i can't remember exact context. she may or may not. i would think room service staff are paid by hotels, at least base pay. the tips will be add-ons. hotels "accept" tips, but lawfully they can't "encourage" tips. not giving tips is not incorrect.

as a customer, all mentioned have nothing to do with me. i go there for spending & i spent in the right ways. if sth is to be enforced, it is not defined as "tip" any more. it is always courtesy to tip, but it is not an obligation, at least not now.

i would not complain. what i would say is (FYI) - can you do me a favor? for some reason my room was not cleaned and i know your staff have been busy. i would appreciate if you can have somebody clean it and i apologize for extra work and inconvenience.

okay, they do expect tips -- here I use "expect" other than any other terms, and it is one of the common practice in this field.
