1，safety certification,e-emission 取决于日期，-emission 6个月有效。与名字无关。
2，可以，不能用信用卡付

used vehicle package 是卖方的，要车主去买。safety certification 期限好象更短，具体的规定我也不清楚，我当时是不到1星期。
