What is his major, architect or structure design engineer? The former is easier. An architect who knows CAD well may find a job as a CAD technician, can soon design residential homes independently.If you are a structure engineer, the building codes are different. Unless you have a degree here or pass civil engineering exam here, you may not be able to find a job as engineer. You need to have the "iron ring" (license) to design large, complex structure here.
In any case, the chance of finding a matching position as you have in China is slim.
