This is Canada, this is Capitalism. I applied IBM Canada for one year, more than 5 times for PC technician, but no response. If I still in China, at least a position of 40W/year.

because tech skills is not as important as you think. esp in such a large company.You have to show them how you can fit the environment with your soft skills and record-proven experience.
Your cert, your tech skillset, your china academic degree may only be taken account very little.
