Normally it is charge by page or words. Try yourself to see how fast you can do per hour and think about how much your time worth. There might be something about degree of difficulty as well.

仅供参考，拓展思路原来在国内时知道：一个在领事馆工作的中方雇员（原大学英语教师）在闲暇时常常从网上找些休闲娱乐生活类的小文章翻译，然后投到媒体发表，每月这项外快也有￥3000左右。
所以：1、专职做，同等笔译基础，也在国内媒体发表的话，应该更多收入。 2、商业类应该更贵吧？像“elle”这些文章华而无多物，“economist”含金量高多了。3、如果是为某个企业专门翻译，是special order，可开价更高吧？
