可以申请，不过据说很难。你必须征明你自己没钱，比如你是家庭的唯一经济来源，另外前两天看报纸说，现在这种培训名存实亡，因为政府没钱

Oh, if a person is getting EI, he/she should have some money in the bank becuase the previous work. But I was told a lot of people got the support for re-education from HRDC. Could somebody give kind advice?
