Maybe you don't know this, just as me until a while ago... I wanted to browse tor.job for jub hunt, but failed at first to use MS Outlook Express to subscribe the newsgroup. Actually it's quite easy. Here are the instructions from Rogers' website:
the key point is "Be sure that "nntp" appears as the name of this server" ...

From the Tools menu in Outlook Express, choose Accounts.
The Internet Accounts dialog box appears.
Select the News tab.
Click Properties.
Click the Server tab.
Be sure that "nntp" appears as the name of this server.
If not, enter nntp as the name of your newsgroup server.
Click OK to exit the Properties dialog box.
Click OK to exit the Internet Accounts dialog box.
