While become a receipant, social worker will keep you busy. They will oftern interview you and ask you hows going, and give you some information about some basic training such as LINC. They may even offer some (low pay) jobs info. Got to understand, welfare is temperarory. Goal of government is helping every receipants go work. That's why workfare may replace welfare in Ontario.
2) To receive welfare is nothing shameful but cheating is definitely against law. What you are thinking is a kind of criminal offense (if you do so). Canada has a perfect social assistant and welfare system. People in need are supposed to get help from government. "一旦领过救济，一辈子就要靠救济过日子了" is nonsense.
3) You do Not need to pay back your received welfare but here's no free lunch. Being qualifed of a receipant, you have to prove your case worker a lot of things. For example, You have to spend out all your saving and your property must be sold out, your bank acct has very little money, etc.
Simply speaking, your money must be run out before your qulified of applying welfare. While being a receipant, you have to go see 10 employees every day or be a full time student of ESL/Link programs.
4) If you become a full time Univ/college student, you have to apply student loan instead. Your welfare will be stopped immediately.
