It's not easy to simply say good or bad. I think you should at least consider these factors:
1, which one provides scholarship, TA, RA?
2, The tuition cost.
3, Are you intend to work as a researcher? If you simply want to find a IT job
after graduation, a bachelor's degree is enough! Refer to my experience of job
seeking, I've seen tons of positions require a bachelor's degree, but I haven't
found anyone requires at least Master degree, for a developer position.
4, Is it easy to obtain a visa if you just want to follow a undergraduate
program?
