今天收到LAY OFF 消息，再也不想在美国呆了。有加拿大绿卡。不知道哪个城市对IT技术人员最好？虽然老婆还有工作，但这种日子受够了。打算自己先去，但加拿大没有什么朋友。能力很强，在美国工作4年。想问问有类似经验的人几个问题：

1。加拿大哪个城市比较容易找到工作？
2。车还没有PAY 完，怎么把车运过去？
3。有没有可能拿到UI？反正我是不想在美国呆了。
4。如果再也不去美国，交上的SSN税能不能要回来。这些年工资很高，大概这方面自己就交了2万多块，加上老婆的大概有4万美金。

凭公司的EMPLOYMENT LETTER和自己的证件(护照, 毕业证等等)就可以自己到BORDER去申请, 运气好5分钟就办妥, 只需要填一个小纸片几项内容的表 (姓名, 性别, 国籍等等). 我就是在机场上机去美国之前办妥TN-1的, 真的只花了几分钟时间.

H1-B麻烦多了, 公司得出钱, 还得跟移民局打交道, 要等几个月的时间. 很多公司不愿意SPONSOR H1-B.

所以TN-1对找工作和换工作都很有用处. 申请绿卡就得请公司换成H1-B. H1-B公司不光要花SPONSOR的钱, 还要花律师钱. 表格材料一大堆.

For these people who think US is better: if your employer is laying off, your green card application will be hold for at least 6 months. My LC has been pending for 1.5 years but company did a layoff last year, then this year, it is the third time. That means that even I did not get laid off I have to hope that the company will not do it again after 6 months.
I am really tired since I am not in California, I cam working for a big telecom company in mid west.

I agree GC is really luck dependent. My friends who came to USA at the same time as I did, some of them almost get GC, some is in early application stage. The only one left is me, who are still on TN. -maple2000(枫叶飘); 2002-12-11 (#907623@0)

But once the company lay off people, the government will know. Your application will be put on hold(based on the law, yours should be denied because layoff proves that the employer does not need people at all). Now your dillema: big companies now always have layoff ( except a few like Microsoft); smaller companies may have survival problem. Either way, it is the luck. Many friends got GCs while I am so unlucky.

For people want to work in US, I would suggest working in California, NJ, seattle etc these places having more jobs. I used to work in California but just want to get a safe place to get GC, now I failed(when I joined the company, only small companies were impacted ). The company is a big company, and more than 80% are white. My manage is a white, and I guess she laid off me becuase i am easy to deal and others white have houses and kids. It is really cold because these whites do not know how hard to get throught the immigration process and you have no anyway to appeal it.
When u plan to move, think again.

toronto is a very busy city, with more job oppurtunities than smaller cities or towns.

Ottawa, Montreal are both more elegant and culturally finer, but hard to find jobs.

IT industry took a dip as well in toronto as hard as in the states. but i can tell from your words that you speak decent English that is a HUGE advantage when you look for a job. with good luck, you might even find a good deal.

life is the same hard and desperate for the jobless here. but with your exerience in the states you have a better chance. once you settle down, you will start liking this city.

When the year is good, I jumped a couple of companies and in year 2001 I thought it is time to keep with a big boat. Every jump I have to wait, and now what I heard is 4~6 months you have to wait for the transfer. Even in this company, the reason for layoff is not the technical side. The big company politics. I were doing technical design in the team and was titled as principle engineer. But hard working can not prevent you become a victim in politics. All my peers under the same manager are whites and project managers. When the layoff starts, I thought I am fine, since I am the only engineer to oversee the project, wrote all technical document while other 4 people just working with project scheduels and most people got laid off today are project managers. The company is located midwest and the only biggest employer in the city. It is difficult to hire people because they have to pay big relocation. On the other side, it is hard to find a job here so guys will try their best to stay in the job even they contributed much less and could be got rid of.

I have two options. The first, finding a job in US, which i am sure that i can, but not the location I can pick. I have to wait again and likely, small companies. But in US, small companies always have problems here and there you have to worry for the company survival. If I could settle in Canada, my wife can unite with me. Unemployment rate at Toronto is close to 8%. It is about 6% at Hamilton and 5.5% at Kitchener-Waterloo. Plus cost of living is lower there too.

If one has a green card, things are a little bit brighter. For programmers, a green card just means one knows there are a lot of federal jobs but he is not elligible.

Some people in Canada plan to move to USA as soon as they get Canadian citizenship. Unless the good time a few years ago come back again, these people will be disappoited. I have a US green card now. Before I got it, I had never given up my plan to move to Canada.

Right now, H1B and TN visas cannot help much.

Now I want to hire some people. If you are an H1B holder from China, India, even from Germany, I would not hire you because of the following reasons:
1) I don't want to give a job to a foreigner, because so many of my countryman are out of job.
2) I have no predudice on any alien workers because I myself am an immigrant. However, I don't hire an alient worker because we cannot wait for the H1 visa sponsoring or transfer. There is a big pool of workworce in the market. Just interview a few more candidates, we can find a qualified worker.

At present, there is no minimum quarantee for H1B workers in the US IT industry. Losing a job means the whole life has been crashed. The opportunity for them to get a new job is almost zero. They have the followinng ways out:
1) Going home
2) Going to a US college
3) Moving to canada for some Chinese and Indian IT guys with a Canadian permanent residency

Of course, a few H1B holders can still find a new job, but these lucky guys usually get some help from their former colleagues or bosses.
A person's technical credit is not a guarantee for employment. Frankly speaking, why do we bother to hire an H1B holder? In the IT company, the employer usually hire people towork on a project. After the project is finished, the people are dismissed. There are no long-term plans. So H1B holders in the IT industry are abandoned as a whole. I don't exclude the following example: I am a big guy in some company and I do all my best to help my brother-in-law and my best friend since college.

If you are Canadian citizen, you can work in USA either on H1B or TN visa.
If you take H1B, the employeer needs to sponsor it for you. Again, it is troublesome and time-consuming. Even I am a big guy in an IT companay, I don't think it is easy for me to help you (my brother-in-law!) , because I need to take responsibilities before my boss (director). Of course, you may take TN. The question is how can you get a job offer in USA without networking at present? If you get your Candian citizenchip last month and came to Washington DC this month, how can you get a job interview? If you got a job interview, how can you convince an employer that it is worthwhile for them to do all the paperwork related to TN visa? Again, there are exceptions. One of my friends worked in Sillicon Valley on TN. He was laid off last year with his director. Then, his director brought him to another company.

My above analysis is mainly applicable to IT industry. In other fields, things may be different. Let me say you are going to get a Ph. D from McGill soon and I am a professor in George Mason University. For some reason, I think it is a good idea to have you work with me as a postdoc. In such a case, your life is more smoothier. If I promise you a 2-year term, it will be a reliable promise. If you go well with me, I may help you, for instance, extending your position, sponsoring an H1B and a green card for you. But in IT industry, a permanent job often lasts for a couple of months. Living in the worry of losing a job, it is very difficult for an H1B worker to settle down and get a green card.

Say again, if you have friends in US who help you, if you have some non-IT skills, you may get an opportunity to root in USA. If you are a computer guy, it is hard for you to come now. Even you get a job in USA, you may live in depression and wake up in the evening for no reason.

Some people in Canada think they can hunt for a job in USA as they do in Canada. That's the fact a few years ago. Now it's a different story. With such a high unemployment rate in USA, it is too hard to get a job offer.
Maybe things will get better in a few years. But not now. A Canadian citizen can travel to USA freely and work in USA with a fast TN visa, but that does not mean he is already a US man. As far as job opportunites are concerned, a US green card is a true working permit.更多精彩文章及讨论，请光临枫下论坛 rolia.net

From your post, I see it is very difficult to find a job in the US. I have a friend now working in a US university as a professor. I don't know compared with other job oppotunities, how hard it would be to get a position in a university. Do you know anything about it, like in general what kind of background is needed?

Besides, how long does it usually take for one to get a green card? Is it that teaching in a university is easier for one to get a green card?

If you hold a Ph. D degree from China's most prestigeous universities, your chance is still poor. Here are the main reasons:

1) Your English is not good enough to handle things on the campus as a professor. The university may be afraid that the students complain about your English accent.

2) No people push you seriously. Don't be proud of your academic credits. If you are a Nobel or Schwartz prize winner, people may trust you. Otherwise, politics is more important than your academic achievements.
