1. You can not find an insurance company who will conpensate for your properties before they make sure who should be responsible for the loss. The no-fault policy only applies for your injuries, which means your own insurance company should pay for your medical expenses if you ask them to do so, whether you are at fault or not in the accident.
2. Even if the insurance company agrees to pay for the property loss, they will not give you a new car right away. You have to have your car estimated at a garage first. If the repair cost is higher than the cost of buying a new car, they will change your car for free, otherwise there is no way for you to get a new one.
3. The owner is the only person responsible for the liability, unless other party has already volunteerily taken the responsibility for the owner. The teenager in the stroy should take the responsibility for the loss. If he is too young to assume that responsibility, the next one you could turn to should be his parents or guardians. IF you can find no one to claim the loss, there is usually a source called Unsatisfied Judgment Fund, which is supposed to protect people in a case like that or more worse hit and run case.
