3. Unmarked vehickes should not engage in pursuit unless a marked police car is not available and the officer believes it is necessary to immediately apprehend the individual;
4. A police officer should not fire his or her gun to stop a fleeing motor vehicle;
5. Every police service should ensure that officers are trained about vehcile pursuit.
