I think the situation of the rest of economy in China are pretty much primitive, poorly managed and regulated.
So I don't think it's a good idea to pursue or run a business in a field rather than manufacturing.

India is much more advanced than China on BPO and IT outsourcing. That's why so many indians who worked in IT field
in US went back to their native country... It's a good time for them, i.e. the IT people, but not for chinese IT professionals.
