The job shop instructor is certainly correct at one point It is no secret that bunches of big name high techs employed almost anyone who can walk and talk (not even sure about that one) during the dotcom era. Hence there is no absolute guideline in terms of who is qualified.

However, I do think the situation is bad across the board, and there are always employers out there who complains of difficult to locate talents.
